Development District (CDD)
What is the Meadow Pointe Community Development District (CDD)? To existing and prospective homeowners, the Meadow Pointe CDD is what really insures that the community continues to keep its appearance of excellence today and tomorrow – even long after the developer and builders are gone. Technically speaking, the CDD is an independent, multi-function, special taxing district (the “District”) created by the Pasco County Board of County Commissioners. The District oversees and is responsible for Meadow Pointe’s common areas, amenities, landscaping, recreational areas, parks and other miscellaneous infrastructure.Who’s In Charge ... And Can I Get Involved? A District Manager oversees the District’s day-to-day operations; the CDD is directed by a board of five supervisors who are elected initially by the Meadow Pointe property owners. Eventually, a majority vote by Meadow Pointe homeowners, during a Pasco County general election, determines who serves as a CDD supervisor. Everyone’s encouraged to get involved by attending monthly board meetings, participating on a committee or serving on the board!Where Are My CDD Dollars Going and Can The Assessments Increase? That’s the great news! Without exception, only Meadow Pointe homeowners benefit from this assessment. Plus, every Meadow Pointe homeowner pays an equitable share of the indebtedness. The CDD is funded by the Meadow Pointe “A” Bond, and by yearly Operations & Maintenance (O & M) assessments which appear on each homeowner’s tax bill. These taxes and assessments pay for the construction and O & M costs of certain public facilities of the District (recreational areas, landscaping, parks, etc.). These costs are set annually by the District’s Board of Supervisors and are in addition to County and all other taxes and assessments provided for by law. The “A” bond is a fixed yearly amount; however, the O & M amount may fluctuate each year, so as to address budget needs identified by the Board of Supervisors. The “A” bond is the only portion of these assessments that a homeowner could choose to retire. The CDD’s annual debt service installment and the Operations & Maintenance assessment is attributable to each lot, and, therefore, does not change. Since the District provides homeowners with the assurance of common area maintenance, etc., it doesn’t matter if the developer and builders are present or not.
